The Eldar are the most psychic of all the races in the 41st millennium, and when used well, boy does it show. Though Warlock powers are fairly straightforward, Farseers are much more subtle and versatile and can form the linchpin of the Eldar force.
The first and most simple thing to remember is to have an idea exactly what you are trying to achieve with that power before casting it. On the next page, I'll cover a few classic ploys.
